How PDF unlocking works

PDF permissions, encryption and legitimate use

A protected PDF can be locked in two different ways, and knowing which one applies explains what is possible. A user password, sometimes called the open password, is required before the file can be displayed at all; without it the contents are encrypted and there is no legitimate way to read them. An owner password, by contrast, protects permissions, printing, copying text, editing and annotating, while the document itself may open freely. That second kind of protection is a policy mechanism rather than strong security, because the content is not encrypted for the reader, and removing the restrictions restores normal use. Legitimate reasons to do so include accessing a document you own but whose password was set by an old tool, extracting text for accessibility or translation, and preparing a file for a workflow that cannot handle restrictions. Encryption strength matters: older files use RC4 or AES-128, modern ones AES-256, and a converter should preserve content while removing only the restriction layer. Two cautions are worth stating plainly. First, never use a tool like this to bypass protection on material you do not have the right to use. Second, after unlocking, remember that metadata such as the original author may still be present, and that printing or copying restrictions imposed by a contract may still bind you legally even when they no longer bind the software.
