Countdowns: inclusive counting, business days and time zones

A countdown looks trivial until the answer needs to be defensible. The first question is whether the target day itself counts: an event on the 20th is 5 days away from the 15th if you count the elapsed time, and 6 days away if you count the days the event could fall on.
